Lee C. Samson
Chairman, President and Chief Executive Officer
Mr. Samson founded the first Windsor facility in 1984. His many years of industry experience, combined with his innate business acumen, have shaped the vision and spurred the growth of the company. With a keen eye for recognizing and unlocking value, Mr. Samson has repeatedly assisted under-performing facilities turn themselves around and meaningfully enhanced the performance of facilities that performed well under previous managements.
Lawrence E. Feigen
Chief Operating Officer
Mr. Feigen joined the company as a Partner in 1991. With 16 years of healthcare ownership and management experience, Mr. Feigen specializes in maximizing value. Systems-oriented by nature, Mr. Feigen’s ability to create and implement maximally-efficient clinical, financial, and administrative schema frequently yields immediate and significant bottom-line impact. His unique ability to view situations from diverse perspectives motivates facility administrators to find creative solutions and actualize their potential.
Donny I. Feldman Donny I. Feldman
Senior Managing Director
A member of the Windsor team since 2004, Mr. Feldman helps shape Windsor’s corporate strategy. Mr. Feldman also analyzes, structures, and executes the various transactions (eg. refinances, acquisitions, divestitures) contemplated and undertaken by Windsor. Mr. Feldman interfaces with lenders, outside counsel, and industry insiders to provide valuable insight and fresh perspective.

Carol Lillis Carol Lillis, RN, LNHA, CLNC
Vice President, Professional Services
With 35 years of clinical experience as a Registered Nurse in multinational settings, Ms. Lillis joined the Windsor team in 2005. Designated California’s Nurse of the Year in 2000, she provides clinical oversight to the 34 facilities operating under the Windsor nameplate. A federal and state clinical regulatory expert, Ms. Lillis ensures that Windsor’s sterling reputation for quality patient care flourishes. Ms. Lillis is also a licensed Nursing Home Administrator and combines delicate patient care with prudent fiscal decision making.
Mary Robinson Mary Robinson
Regional Director of Operations
With an extensive background in California’s skilled nursing care community, Ms. Robinson is a leader in administrative procedures and quality care. As a licensed administrator and a regional director of operations, Ms. Robinson oversees operations at Windsor’s 13 Central and Northern California facilities. In this capacity, she expands business relationships within the medical community, contributes to Windsor’s regulatory implementation, and provides guidance to administrators and the regional team.
Tina Hecht
Regional Director of Operations
Tina joined Windsor as an Administrator in 2000 after working for the Four Seasons luxury hotel chain for five years. She brought with her an extensive background in customer service and hospitality. Tina was recently appointed as a RDO for Southern California. She holds a Bachelor degree in Organizational Psychology and a Master degree in Health Administration which she earned with distinction. Tina’s focus has been, and always will be, Quality Care and Quality Improvement.
